Birth of the Child Trust Fund
A chronology:
The Child Trust Fund (CTF) officially went live on 6 April 2005. However, it had a long gestation period -
27 April 2001 - The Government issues "Savings and assets for all" - a paper in which the idea of the CTF was first proposed.
27 November 2001 - The Government issues "Delivering savings and assets" - a consultation document seeking views on further details for the CTF.
5 February 2003 - The Government issues "Proposed product specifications for Sandler 'stakeholder' products - a consultation document including further discussion about the CTF.
9 April 2003 - Chancellor of the Exchequer Gordon Brown announces the Government's intention to introduce the CTF in his Budget speech. More details are provided in the full Budget Report.
15 July 2003 - The Government issues its formal response to the consultation responses it received to its paper issued in February regarding the Sandler stakeholder products, making further mention of CTFs.
28 October 2003 - The Government issues a press release "Child Trust Fund proposals published" along with detailed proposals for the CTF.
2 December 2004 - In his pre-Budget activities, the Chancellor Gordon Brown issues a press notice and further consultation paper on the CTF, with regard to the Government top-up payment to be made into the CTF when the child reaches age seven.
11 January 2005 - Chancellor Gordon Brown and Minister For Children Margaret Hodge officially launch the CTF at a press event and in a press release.
17 January 2005 - CTF vouchers begin to be sent out to parents. Information packs are being sent out slightly in advance of the vouchers and will include a list of providers and distributors.
In addition, this is also the date that a major Government advertising campaign in support of the CTF starts, including TV, radio, press and poster advertising.
6 April 2005 - CTFs become fully operational. Government payments into CTFs start after this date.
